For screenwriters trying to get their work noticed and for free.... try unsoldscripts.com.  Their only criteria is that it be suitable material for students to read, i.e. family type or of interest to families and stuents perhaps considering a future in screenwriting.

After checking out the site, encourage teachers, friends, future screenwriters, to go to the site and read those already posted.
